Like on how to attain a Certificate of Birth in the Philippines, the method is pretty similar to the one of the Marriage Certificate. But that counts for those who's been married for a year or more already.
Since GJ and I just got married last May, our paper is still new and probably not yet processed by the Census Serbilis Office in Manila. But because we are going to need our certificate very soon (for renewing my passport as change status and for our registration in The Hague, The Netherlands), we found a way on how to rush our paper.
First off, we went to the Marriage Division in the city where we got married and asked if we can have the PSA Certificate in few days. They forwarded us to the PSA Office (within the city still) and asked for a request of immediate transmittal of our certificate. In our Provincial Statistic Office, they gave us a written letter attached on a photocopy of our certificate and advised us to send it through a courier (LBC or JRS). The endorsement letter from the PSA Office did not cost us anything. After 2 weeks, we were advised to file a request at the Census Serbilis Office.
Here are the requirements:
- Personal appearance
- Request letter from the local PSA office
- Accomplished application form (they have forms from their office)
- Valid IDs / Government issued IDs (please bring at least 2, they sometimes ask for another one)
- Fee (Php155)
If you are going to get someone else's certificate, it is better to ask for an authorization letter and an ID from them and your own valid ID, otherwise, your time will just be wasted.
There are always lines for screening and payment (and special lines for elderly, pregnant women and disabled persons). The guard is always ready to help so don't you worry. (Atleast that's what I've experienced.)
After paying, you just need to wait for an hour or more (yes, you read it right! I even waited for 2 hours!) for your name to be called. The releasing of your paper has a line too. But don't worry, that will not take too long. You need to prepare the receipt, the authorization letter (if applicable) and a valid ID.
And viola! You have your certificate!
